Prof. (Dr.) T.V. Subba Rao, presently working as Professor-Emeritus, VIPS, Delhi, started his career as teacher of Law in 1978 (Professor of Law since 1992). He is considered as a good teacher, able academician and efficient administrator, the support for which is drawn from his academic and professional background. Prof. Rao made marked contributions in rationalising and strengthening the administrative reforms and systems in the universities in which he worked. He has been instrumental in facilitating the university’s access to funds under the various schemes of the UGC and from other agencies. He held many academic, administrative and supervisory in the University system. Amongst the many, few are: Acted as a Visiting Professor, Director, Research and Development Council; Chairperson, Postgraduate Council, National Law School Of India University, Bangalore; Formerly Chairperson Undergraduate Council, NLSIU; acted as Coordinator for the test conducted for recruitment on behalf of Competition Commission of India. 2011, 2012, 2013, under the aegis of National Law School of India University; formerly Coordinator for ENVIS Centre of Environmental Law and Policy, NLSIU 2017-’18; OSD for CLAT Consortium of Universities 2019. He was First Rector (2005-2007); First Dean, CDC( 2007-2010); First Dean, Academic Affairs (2005); First Director, Distance Education Centre (2000-2005); Dean School of Social Sciences (1999-2001); First Secretary and Coordinator, Pre exam coaching Centre(1993-1994); First Coordinator, SPMVV CET 1996; Head, Dept. of Law (1992-2001 & 2007-2010); Head I/C of Department of Business Administration (1999-2001); Liaison Officer PRC (in SPMVV 2004); Member, Standing Board of enquiry (1994 &2008); Member of EC and Senate ex-officio (2006-2007); Member standing committee of Academic Senate and member, University Research Committee all in Sri Padmavati Mahila Visvavidyalayam, Tirupati ( Andhra Pradesh, India). Prof Subba Rao has been five times nominated as the Convenor of LAWCET by the Govt. of Andhra Pradesh. He was also a Member, Standing Board of Enquiry, S.V. University (2014-’15), Dravidian University, Kuppam. He was Coordinator, XV Orientation Program, Academic Staff College, S.V. University, 1992; Formerly Member, Board of Studies in Law, Osmania University, and Andhra University Nagarjuna University, SK University and Kakatiya, University, University of Mysore; Bangalore; University; Dr. Ambedkar Law University, Chennai, University of Pondicherry. As a teacher, he is appreciated by his students for his ability to reach the slowest learner and develop a passion for the profession as also for his helping hand. In recognition of his valuable work as a teacher and researcher, Prof. Rao has been conferred with the State Award for Teachers by the Government of Andhra Pradesh (1999-2000). His services are highly sought by the institutions and professional bodies. He is a regular trainer for various officers on behalf of DPT, Government of India, NADT; DTRTI; NACEN, other public sector undertakings and others etc., besides being a resource person for scores of seminars and workshops. Resource person for Academic Staff Colleges, refresher courses and Orientation programs and Distance Education programs. He delivered T.V. Muthukrishna Ayyar Endowment Lecture on The Legal Status of Woman under Constitutional law and Personal laws at Department of Legal Studies, University of Madras on 28th September, 2000.
Trained in reputed institutes in the country Prof. Rao has specialized knowledge in Constitutional Law, International law, Human Rights, Family law, Ancient Indian Law and law relating to Cyber Crimes. Two key areas of Women and Law and Research Methodology continue to be his areas of interest. Prof. Rao is known for his contribution to the development of curriculum in law in the capacity of chairman and member of board of studies in various universities across the country. He worked hard in implementing the component of clinical legal education in the curriculum. As a researcher he undertook the task of judging the justices. He is a prolific writer and his zeal for academics is evident through his works and publications He has good number of publications to his credit, two books, edited six, co-authored one, twenty five Articles and twenty three papers. His works are often quoted. He has organized forty one Conferences / Seminars / Workshops/ Training Programs. He was a resource person/ trainer in one hundred and eight Seminars / Symposia / Conferences / Workshops / Training Programmes. He has successfully guided eleven Ph.Ds. thus far. He visited the countries, US, China, Nepal and Thailand.
His mission has been to strive for knowledge based society through imparting appropriate academic and professional skills among the students in the field of law and to promote among them all competent and competitive performance.
